U.S. Department of Housing gives Housing Authority of Joliet high marks

The Housing Authority of Joliet (HAJ) achieved a “High Performer” designation on its HUD PHAS Report. The United States Department of Housing & Urban Development (HUD) has declared the HAJ a High Performing Public Housing Agency, receiving a score of 91 points under the Public Housing Assessment System (PHAS) for the most recent fiscal year ending 2015. This is the highest honor that can be bestowed on a Public Housing Authority. What this means is that the Housing Authority of Joliet is starting to earn HUD’s trust and confidence again after being designated “Troubled” in FYE 2011.
PHAS is used by HUD to annually evaluate and measure the performance of the HAJ on the core programs it administers. The Public Housing program is evaluated on the basis of four (4) areas including: physical, financial, management, and capital funds.
Michael Simelton, CEO, states, “High scores are difficult to achieve, given the age of our developments and the declining financial resources.” Simelton credits the team approach to the accomplishment, “There is a lot of strategic thinking and planning that goes into running the HAJ and it is through “our team” that we can achieve this kind of success.
The recognition as “High Performer” by HUD will allow the HAJ the flexibility and creativity necessary to successfully grow the agency through increased opportunities to seek public and private financing sources for additional affordable housing. This is the first “High Performer” designation for the HAJ since the new rules under PHAS were implemented in 2008.
