Gov. Bruce Rauner was in Joliet Friday to discuss his "Turnaround Agenda," which he believes gives residents the right to decide local issues that could make their towns more attractive to new business.

The governor said he wants local people to decide such issues as right-to-work, and that having just a few areas where union membership is not mandatory will allow him to market Illinois to potential new business developers.
