Senate Bill 3559 aims to strengthen protections for nursing home residents and employees against retaliation. The bill ensures that nursing home staff and residents can report issues such as neglect, abuse, or violations of care without fear of retaliation. Another key component of the bill is ensuring that residents are not retaliated against for expressing interest in living independently in their community. Unfortunately, the bill did not pass the last time it was brought into session.
With my current role as Program Manager with Disability Resource Center, I have personally heard horror stories when residents and family members make reports against nursing homes. I have heard of threats to be discharged on short notice, transferred to other facilities; far away from family and friends, and reduction of PT/OT/Speech Therapy services. Oftentimes, residents are “told” they cannot return home or live on their own because there are no supports to assist them, this is far from the truth. SB3559 would allow our consumers the right to advocate and speak up for their rights without fear.
Over the last two years, I have had the pleasure of reintegrating consumers back into their own homes by finding affordable housing and working with the Illinois Division of Rehabilitation Services to provide in-home support. In FY23, Illinois 22 Centers for Independent Living successfully reintegrated 237 consumers back into the community.
In conclusion, we must remember that nursing rehabilitation is a profitable business that needs regulations to ensure that seniors and individuals with disabilities are protected with their best interests in mind. According to The Senior List, there are 1.16 million seniors in nursing facilities across America. We must hold our local Senators and Politicians accountable for passing this bill to ensure people are given the respect, dignity, and opportunities that they deserve. Please support SB3559.
