The City of Joliet anticipates receiving Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) for the 2025 Program Year.

The 2025 applications, scoring rubric, and additional resource tools will be made available at:

Applications will be accepted starting March 31, 2025, and are due by April 28, 2025, at 4:30 p.m.

All projects and programs must be located in low- to moderate-income areas or serve low- to moderate-income households. The following documents must be uploaded to meet eligibility requirements:

  • Articles of Incorporation
  • Current list of Board of Directors
  • Recent Annual Report filed with the Secretary of State
  • IRS 501(c)(3) Designation Letter
  • IRS Form 990
  • Financial Statement (choose one):
    o Copy of OMB A-133
    o Financial Statements compiled by a CPA
    o Most recent Profit & Loss Statement (for first-time applicants only)
  • Budget (both are required):
    o Source of Funds Budget – outlining the resources that will be used to fund the requested project, including the CDBG application request.
    o Expenditure Budget – outlining how each funding source will be spent, with specific line items pertaining to the project request.
  • 2-3 Estimates from Contractors (for third-party or facility improvement projects only)
  • Additional Data – Joliet-specific data supported by the Consolidated Plan or additional resources provided on the City’s website (listed above).

Total estimated City of Joliet CDBG allocation: $919,000. Distribution of said funds will be allocated based on application requests.  

Applications will be reviewed and scored based on the rubric posted on the City’s website (linked above).
