The Republican Caucus is asking the state to return the authority over solar facilities to Will County.

During the April 16 meeting of the Will County Board, the Republicans – working with their Democratic counterparts – approved a measure seeking to restore local control over commercial solar facilities, often called solar farms.  A resolution will be sent to the state asking for that right.

In early 2023, the state of Illinois approved Illinois Public Act 102-1123, the Wind and Solar Facility Law. It removed county zoning control over solar and wind projects, and forces county approval of solar projects that meet state guidelines.

The Will County Republican Caucus isn’t opposed to solar projects; the members just want them to be in the right places. They want the authority to issue the special use permits that allow the farms.

“The hijacking of this local authority by the state is an example of government overreach that strips the authority of local elected officials and the community members they represent,” the board wrote in the resolution that will be sent to the state.

“We are elected by the people to represent our communities,” said Julie Berkowicz, R-Naperville. But the state law does not allow that for solar facility issues.

“We are forced to put an industrial use on residential and agricultural zoned projects.” It’s a sad time for local government, she said.

Board Member Frankie Pretzel, R-New Lenox, noted that most solar projects have been approved by Will County. It’s not as if they are denying them. “We’re working with these companies,” he said. “This is scary that they’ve take full control away from us.” And if the state has removed county control on this issue, what will the state do next?

Raquel M. Mitchell, R-Bolingbrook, said she wanted to be able to advocate for her constituents throughout the county. “If the people care about it, I care about it,” she said.

We want local control back, said Judy Ogalla, R-Monee.

 “We are glad that the local Democrats finally understand what the Republicans have been saying since the bad legislation was passed in 2023. Local zoning and siting is most important to us Republicans so we can provide the best representation to our constituents.” Ogalla said.
